They'd have to pay some serious amounts to an artist to dedicate the rest of his life to doing paintings of Zuko and Azula, then selling them to people/distributing them. Same goes to our actual world history, people never knew what their leaders looked like. Only names/stories. If you were lucky you got to see them in parades."
